The verisimilitude of “The Netherlands Lives With Water,” about a Rotterdam couple managing flooding in the globally warmed future, is as compelling as the story’s emotional landscape. No wonder. In his acknowledgments the author cites 16 sources that appear related to the story’s subject, including the Municipality of Rotterdam’s “Waterplan 2 Rotterdam.
